I'm downloading the source now for a compile.  I did find 
binaries for the older 20.3 version:

 xemacs20-canna-wnn6_20.2-0.4.deb
 xemacs20-canna_20.2-0.4.deb
 xemacs20-support_20.2-0.4.deb
 xemacs20-supportel_20.2-0.4.deb 
 xemacs20-wnn6_20.2-0.4.deb
 xemacs20_20.2-0.4.deb

As Stephen mentioned the rpm version for 20.3 is probably out now.

The debian version is from ftp.debian.or.jp in the debian-jp
 "contrib" section.
