I'm fairly certain that when I built the "official" XFree86 binaries I
switched in the X_LOCALE for just that reason.

Try the binaries from ftp.xfree86.org rather than the RedHat/Debian
binaries.  If that doesn't do the trick, then I must have misremembered ...
