Blaine,
default settings in the Debian distribution set maximize to the third
mouse button.  Place the mouse cursor over the title bar and *single*
click the third mouse button.  If you double-click it, it will act
as a window shade.  The 1st mouse button is also set to the 
window shade.

If not, look for a file called system.steprc and copy this to 
your home directory as .steprc.  You can then edit the file
to customize it.  If you need help, I can show you my settings.
Alternately, copy system.steprc to system.steprc.bak and then
edit system.steprc for system wide changes.
