The RedHat packaging method includes not only the various executables
but also data files, at least in their most simple, stripped-down,
example-style form.  For example, the RedHat sendmail package does
include such a "dummy aliases file" so that sendmail will do mostly
the right thing as soon as the RPM is installed.

Customization (including changing things like permissions from
how the packager thought they should be) is then up to the user/
system administrator.
