12MB?  Netscape is well on its way out of "Software" and into the
"Shin-shukyo" category at that point.

rm -rf ~/.netscape/cache seems a bit drastic.  Try Preferences/Network 
(don't tell me that's a stupid place to put the cache, tell Marc
Andweebsen).  I don't know what the rules are for caching, but it's
more than the current session.
