I think this is pretty sound logic for most people.  I was 
joking about analog being legacy lines.  NTT charges around
40,000 yen for the conversion from analog to digital.  This
is pretty steep for most people.  However, people who are
moving to a place without a phone line and don't have a
phone line might want to consider ISDN.  It is probably
better to get the DSU with an analog jack as well so you
can use analog answering machines and fax machines which
might be cheaper than ISDN ones.
