The problem with this is telling the difference between a genuine < and one
that means the start of JIS. Similarly between > (ascii code 62) to mean
JIS-out, and a kanji whose first byte is a 62.

How about using two codes in the range 0..31 or 128-255 for JIS-in/JIS-out?
