Global Online has it, I think, but I don't know if they have ISDN
access in Kobe.  Send mail to "info@example.com" for an automatic
response.  I've been happy with their service for a year, but I don't
use it at all intensively, as its main purpose is backup for the
university's frequent scheduled and extended and even more frequent
unscheduled (but mercifully usually brief) interruptions of network
access....
