I'm highly doubting that. After all, we've had plans available for handling
this kind of crisis, including creation of such reserves for decades, and
yet still leaders felt it appropriate to defund such things _after_ two or
three serious, near-pandemic episodes.

It's hard to find a clip that includes the particularly good bits from the
beginning (people keep focusing on the murder), but this one[1] does at
least catch the most important trailing bit that explains "bad" publicity:
"[when they see that] people think we're uncompromised by morality and our
stock price goes up."
