[tlug] DRAM Refresh



<https://www.farnell.com/datasheets/1905614.pdf> is a datasheet for a
4164 dynamic RAM which is, IIRC, typical of DRAM parts from late 70s
and early 80s microcomputers such as the Apple II and the Atari 800.

> Refresh period is extended to 4 milliseconds, and during this period
> each of the 256 rows must be strobed with RAS in order to retain
> data.
