It's hard to distinguish the symptoms from the cause in situations
like this but the killer is that on Japanese Windows, Excel seems to
like to default to Shift-JIS, a setting that presumably dates from way
back in the mists of time.

The world's financial systems are primarily driven by MS Excel, and
changing the default now would risk unleashing another Great
Depression.
