I can recommend this place about 12 minutes from Ikebukuro on the Tobu

That makes it slightly outside the city centre but not too far and it's 
both cheap and good quality.

Full disclosure: I know the host (Isao-san). He plays drums in my band. 
He and his wife Saori are very kind and welcoming people.
