How's this for a plot twist: The contact person for our tenant-owner association happens to be the vice-chair of the Swedish section of the IEEE! Severe twitching of the brain ensued then I discovered that. Though, to be fair, he at least seems to be pretty much on "my" side, and agrees that Comhem is a sack of, er, potatoes.
