I'd call that "acceptably off-topic". ;)

The general rule of thumb for off-topic posts to TLUG is that they
should be about something that might be interesting to a non-trivial
number of list members. Hence, off-topic posts related to Japan are
usually fine, as long as they're tagged [OT] in the subject line.
