I was getting delegation for just 1 IP from my ISP in turkey. It should be possible. Usually they were only doing reverse-dns records on their own dns servers, I asked them to forward that IP to my server, and that was it. I don't completely understand the background though.

control. Isn't something like your type "A" or "MX" records.

Furthermore, have you checked if the current "rDNS" record resolve to
the domain of the ISP?
