I just have the unetbootin executable on my hard drive, then run it with
sudo unetbootin

The fact that the iso says .part at the end indicates that you haven't
downloaded the entire file.

important stuff somewhere and do a fresh reinstall.  

However, you will first have to download the complete iso image, not
something with part on the end.  Having both unetbootin and the iso on
a USB is something I haven't tried.  
Format the USB stick, put Unetbootin on your hard drive, download the
entire iso to your hard drive, then run, as root, unetbootin and install
the iso image to the USB stick.  From there, boot the computer with the
USB stick and if you hit default, it should eventually boot into an
Ubuntu 12.04 desktop with option to install.
