I'd suggest that you strip all language-related files out of your system and reinstall only latest versions. It is what I ended up doing and took about 3~4 hours of futzing to get everything pulled off and the latest version of all iBus related files and drivers returned.

When I had this problem, I found that Synaptic's "Completely Remove" didn't work as advertised on just one pass. It took three passes and a:

"sudo apt-get remove"

of the three iBus packages to completely wipe out all previous settings.

and then an "autoremove" found a bunch of broken links and removed that stuff, as well. I restarted in repair mode and selected "clean" from the menu and a few more things were cleared out.

Then I reinstalled iBus and got just the languages I wanted and your command line instructions gave me back my icon.
