This means that regardless of what you think you're seeing in the rc
files, Linux is configured to manage the system clock in UTC.

That is consistent with a time stamp in UTC being translated to local
time by Linux, but not by Windows.  (Think about it.)

I would guess that NTP is somehow configured to set the clock to UTC.
