I will suggest to go one of those tsubame restaurants.
My mind is printed with it because it is great food, cheap price and smoking absolutely forbidden.
There is one in shibuya mark city, one in ginza-shinbashi or even in shinjuku

I remember going to a family restaurant in Tokyo back in the 80s. Upon
entering I asked for a non-smoking seat. The waitress put us right next
to a table of people who were all smoking. I called the waitress over
and reminded her that I wanted a non-smoking table. She took one of
those No Smoking tent signs from another table, put it on our table, and
walked away.
