Yes, and consecutively the employee probably got fired, as it happened with 
the first refund in France.


Dell supposedly sells 'ubuntu' or 'freedos' models in its business range, but 
you'll need to fight, loose lot of time, and it will usually cost you more:
- Vostro V13 W7 629e.
- Vostro V13 Ubuntu 1060e.
Which makes ubuntu option a nice 471e (52000JPY)


Alternatives (buy then get money back):
- Try to find a builder that follows the eula and gives you a refund. 
(Probably none in your country if they haven't been sued yet)
- Sue them to get the eula refund :/
- Probably only valid in Europe: Use the 'expired rights' (as long as have not 
opened/you're not tied with eula) to resell the unopened windows licence.
