It might sound cocky, but this is exactly the German way of solving
problems. Instead of addressing the thing that caused the problems
(in this case the Blogna Reform), they try to divert attention by
glamoursly papering over some symptoms. The Swiss and the Germans
being culturally so similar, i always wonder why the Germans still
seem to be unable to stand back for a while and observe the situation
a bit before going into action.

Yes, but the kind of jobs you get without a formal degree are
very much different. Unless of course you are a genius and made
a name of yourself before you graduated or within the first
years of your first employment. Sofar i've met only one such
genius. All other i know who did an IT/programming apprenticeship
have rather coding monkey like jobs (which is fine, if you like
that kind of job, but i dont ;-).
