I'm sorry, but he asked about "legal".  *Legal* does not depend on
the nature of the mailing list, although it might depend on the
jurisdiction.  But that's unlikely too, as the only holdout to the
Berne convention that mattered (the U.S.) signed up a decade or so
ago.
