Are you sure that /usr/share/javascript/touchmove.js exists?
Is /usr/share/javascript/touchmove.js possibly a symlink pointing
  nowhere?
How about /usr/share/javascript?
Do all of the directories (/ /usr /usr/share /usr/share/javascript)
  have at least x permissions for the Apache user or group?  And
  /usr/share/javascript probably needs r permission, too.

/etc/apache2/conf.d (or suchlike)?
