OCN Hikari connections use PPPoE (Ethernet) from the modem to your router/PC so using a third party router shouldn't be a problem. The features you require are fairly standard in off-the-shelf consumer routers with the exception of English UI. I've always resorted to using Firefox + rikaichan when configuring Japanese routers.

I went with a Linksys WRT310N because it was one of the only wireless N gigabit routers to fully support DD-WRT. Besides the requirements you mention, DD-WRT adds a ton of other geeky features like OpenVPN, SSH, and DNS servers as well as traffic shaping and logging.

Unfortunately it's not available in Japan. I had to mine from the US but it was well worth the wait.
