If it's so serious that the user having write access to the file would
put you out of compliance, you cannot get the help you need here; you
need to hire an expert to design this system for you in conjunction with
your lawyers. Advice from people only knowing part of the problem is
not very useful: anything not designed with the entirity of the system
(including many things outside of the software being used, or even in
the business world outside of computing) in mind will very likely be
non-compliant in other ways.

If, "well, we didn't look to closely, but we guess it probably doesn't
have any holes" is adequate, please ignore me and carry on.
