That doesn't make sense -- being married to a Japanese citizen, you should 
be able to get a spousal visa even before coming to Japan. And... once you 
have a spousal visa, you shouldn't need any further permission to work.

Anyway... I'd check with the Japanese consulate *before* coming to Japan. 
It's probably a lot easier to get the right kind of visa up-front than to 
arrive as a tourist and try to change your status later.
