The problem is that university renumeration isn't good enough to keep
profitable researchers.  If there isn't the capacity for them to
commercializing their ideas at the university, they do just enough to
meet their obligations then take their ideas and develop them outside
the university.  Similar to the way bank executives who find their bonus
being blocked by politicians end up in boutique banks without such
constraints.
