Yes, the GPL proposes an alternative way to share information. You  
accept the proposal and you're fine, you don't and you're fine too.  
You are not forced to use the GPL.

If you use the GPL, you have to abide by its rules. Just like any  
other rule set. Does the US legal system _force_ you not to drink when  
you are underage ? No it does not.
