Somewhere between unxutils and Cygwin there's MSYS.  The advantage of
MSYS is that it doesn't try to be POSIX; rather it aims at
ABI-compatibility with Windows.

I had to do this when I first got to Japan, boot to E-Win for English
and to J-Win for Japanese, and when I needed both, *I* got the boot.
That led immediately to a long and mostly happy affair with
DESQview/X, which led to Linux.

I can't recommend it unless absolutely necessary.
