It was Microsoft Update Tuesday in the US.  Could 30,000,000 machines infected with the Windows virus, all calling home at the same time, have had some impact?

The odd thing is, downloading *from* the US seems to be working fine, which would presumably rule out some sort of Windows update-induced mass congestion. It's uploading *to* the US which is incredibly slow.

A "ping -c 100" from here to one of the US servers returns 11% packet loss

In the meantime it appears someone successfully uploaded a fair amount of data last night from what appears to be a Chiba-based IP address, so maybe it's a Tokyo problem?
