So an e-mail message that, on receipt is rejected rather than delivered
is not "denied"? I'm curious as to what you do consider "deny"
behaviour, then.

True, but not relevant for the purposes of my argument. I'm not
concerned with exactly the criteria are, just that there are criteria
that can recognize the presence or absence of a set of things in the
e-mail, and in the case of not recognizing that presence or absence, has
a default action.
