A couple decades ago, in the X11R4 days, there was a program that
you could run that when you clicked on certain portions of another application's
window, it would display things like that.  I'm not sure whether it still works
or not or still exists, but it used to and it was Xt based like XEmacs
is...  Try
man -k resources and see what that turns up.
