First, packets on mobile systems are generally quite small; 128 bytes is
a frequent value.

Second, Docomo, despite saying that they charge x yen "per packet,"
actually charge per byte; you total traffic is divided by 128 to get the
number of packets for which they charge.

This may make little difference. Keep in mind that it's a proxy on a
very fast connection talking to your server, not the phone itself, and
the proxies often do a lot of work. (One example would be translating
XHTML to WML for older KDDI phones.) This proxy might also be doing
things that would reduce the number of round trips between the phone and
the proxy.
