Because FTP is, in many ways, a fundamentally borked protocol, that
has acquired a lot of cruft over the years.  Neither the clients nor
the servers tend to be fully compliant with all the cruft, so there
are lots of ways to mismatch.  Gopher and (especially) HTTP are much
simpler and more orthogonal, and a lot of improvements are due to
experience with FTP.
