Isn't UTF-8 supposed to be Base-64 encoded, per some RFC or other?

Not as far as I know. I see no more reason for base-64-encoding it than any other 8-bit data, such as Shift_JIS or ISO-2022-JP.

Gmail Base-64 encodes emails, so that is my test point.
have no control over that, so in order to do a proper test, I'd have
to use Perl on Hikari. I might get around to it, but probably not.

If anybody cares, this would be an interesting thing to gather more data on.

Well, I've done a fair amount of keitai e-mail, and I've never base-64 encoded the body. (I do encode the headers, of course--you have to.)

But at this point, I wouldn't want to swear to anything, since my memory
is pretty darn bad. Were I in a situation where this were important to
me (again), I'd test again.
