Nice turn of phrase.  I think that asking people to put in IME, etc.
etc., is a bit much.  C&C is useful of course, especially as I have a
cat who often naps on my lap while I type. 

I think that the majority of tluggers can and do, make enough of a
determination from the subject line.  For example, scim not working
[IME] is redundant.  For example, scim not working [IME] is redundant.
:)  

Not all subject lines are properly descriptive, but usually Columbus Jim
fixes that.  

Seriously, I think it's overkill, and I've never seen it, even on some
heavily trafficked lists.  Yes, OT and C&C are often used, but that's
about it.  Usually, the OT is less to warn others (who can usually guess
it from the subject line) and more for the OP to show that he realizes
it's off-topic and is apologizing.  Speaking of redundancy, usually the
OP (including myself) then adds in the first line or two of the email,
that he realizes it's off-topic, but...
