Nope. Look in _multiple_ man page sections. Good luck. 

E.g., 

   man 1 locale
   man 3 locale
   man 5 locale
   man 7 locale

man 5 locale hints at an interesting "copy" keyword to 
make a new locale by taking bits from other locales.
