ISO-2022 doesn't appear to be among the charsets regognized by libc, at
least on my Slackware something-between-10.2-and-11.0 system:

$ locale -m | grep 2022
{nothing}

OTOH, iconv certainly does know about it:

$ iconv -l | grep 2022
CSISO2022CN
CSISO2022JP
CSISO2022JP2
CSISO2022KR
ISO-2022-CN-EXT
ISO-2022-CN
ISO-2022-JP-2
ISO-2022-JP-3
ISO-2022-JP
ISO-2022-KR
ISO2022CN
ISO2022CNEXT
ISO2022JP
ISO2022JP2
ISO2022KR
