It's not an assumption; it's a fact.  Mailman is currently wrestling
with the backscatter that people get from failed attempts to subscribe
and other bounces.

What you must remember is that spammers simply don't care how many
messages they send to invalid addresses; they don't even pay for the
electricity used in the vast majority of messages.
