How hard is it to find HTML related work these days in Japan? Or even
online for that matter, given the nature of HTML, or web work in general.

Not very. Everything is a web app these days, it seems.

The biggest barrier to entry for even technical jobs will be your
Japanese ability. Some jobs might not *require* Japanese, but given
two candidates for which all else is equal, the one with the greater
Japanese ability will win.

If you are a thinking human, you can probably learn the details of
what you will need to know on the job, so I would advise honing your
interviewing skills.

Which languages are important to know these days for web development?

XHTML, CSS, and Javascript are must-haves. Perl is in pretty wide use. Ruby is popular in Japan and a cool language to boot.
