I would add a fourth criteria:

* easy to manage

I mean that a DB is much more difficult to manage than plain files...

If somebody volunteers to manage a [whatever database], this is fine.
If not, I prefer plain text DB wiki, where we can recover everything
without knowledge...

TLUG wiki will be small, and I don't see the point to have a database
behind it.

I may be wrong, of course.
