Yes. If you are talking about getting the with FLET'S Home Course in NTT East,
the  available types are the New Family type and the Hyper Family type.

Essentially, the ASAHI Net's "with FLET'S" service basically means that you get 
  1. your matching NTT BFLET's Fiber-optic connection
  2. your ISP(ASAHI Net) membership
  3. your Fixed IP address
all in one package, and you get to make one payment(via your credit-card)
to ASAHI Net for that whole package.
  example: with FLET's Home Course = 6,279 yen a month

If you wanted a second connection on your with FLET's (BFLET's) fiber-line,
with a fixed IP on that as well, that is possible too.
  example: 
     a. BFLET's Family course M Plan = 1,050 yen a month
     b. Fixed IP address Option = 525 yen start up. NO monthly charge.

So now you have two User ID's using the New Family service (via with FLET'S Home).
a. with FLET's Package = 6,279 yen   (Fiber + ISP + Fixed IP)
b. BFLET's Family Course M Plan = 1,050 yen   (ISP + FIxed IP)
c. Total charge payable to ASAHI Net= 7,329 [Fiber + ISP + 2 UID(both with Fixed IP)]
         
Note: you only get two sessions on a fiber-optic line.
(This means, you can only get two UserID's connected simultanously 
through your BFLET's line at a time. If you consult with NTT, I believe
you can get them to sell you more sessions over your fiber-optic 
connection, however, I do not know the prices for this. You could ask 
NTT's English Customer Support number at: 0120-364-463)

Other interesting options that are available via ASAHI Net is the
IP Phone service, ASAHI Net TV...

IP Phone option:
There is NO start up charge, and NO monthly charge,
you are only charged if you use the service.
*You do need to apply for it
*You do need a VoIP capable router (which you can rent)

ASAHI Net TV: There is a charge for this service, 
but you can Channels + Videos (it uses IPv6 via your BFLET's connection)
