Can't speak for Josh, but I've been reading them occasionally since
October 2000, as well as Peter Newman's columns in CACM and IEEE
Software.  The latter are far more opinionated.

The CERT style is to report each separate vulnerability separately.
This is a summary report, and it describes each one briefly, linking
to the detailed descriptions.  There's no difference in style between
the two reports you posted as far as I can see; it just happens that 1
vulnerability was reported on the MSFT product, and about 20 for
Mozilla.
