Hrrm....  how's that for helpfulness.  

It's possible, did the error log show a problem.  I see too that I
didn't capitalize correctly.

This is what I have (with slight changes, allowing only from two
specific machines) in a working configuration in FreeBSD.  However, as
CUPS is 3rd party, that is, not FreeBSD or Linux specific, that should
work.  Note the differences in capitalization.  However, I honestly
don't know if that would affect it.

However, if the child 1 only started after you made those changes,
there's a good chance they're the culprit.

BTW, I'm sure that somone in this thread has mentioned it, but after
making the changes, stop and restart cups.  (Not sure how to do that in
Ubuntu, you can always do pkill cupsd and then start it with cupsd,
inelegant, but it should work.)
