I do a similar thing but with an Australian TSP (faktortel).  They have
a no fee service (minimum 5AUD/month) that gives you calls to one local
area in Australia at 0.10 AUD un-timed, or for 9 AUD/month you get an
Australian phone number (DND) and Australia wide 0.10 AUD un-timed
calls.  You can connect to them with sip or iax2 (asterisk), which means
you can call from anywhere (Japan) to an Australian landlines un-timed
at 0.10 AUD un-timed.
