Josh will probably answer this too (and probably better as it's 1:00 AM
here--what AM I doing up anyway?) however....

It really depends (imho) on how many people do you see on both lists.
As I said, Godwin's original was probably at least partially inspired by
people posting to a few yahoo groups, all of whom relied upon the same
gurus. 

I'm not familiar with HISI, but if you see many of the same names
posting on both lists, then it would certainly be considered
cross-posting.
