Yes, that is a binary distribution (usually---you can compile it
yourself, but very few people do), and it's highly unlikely that you
upgraded your DHCP client by accident if you're using Debian stable.

Sure looks to me like it's not something on your host, and that's the
best "elsewhere on the LAN" idea proposed so far.
