I'm not familiar with the 'config' you are using.

If you use ifconfig to assign an address to an interface 'up'
is implied.

ifconfig eth1 10.1.1.2 netmask 255.255.255.0 broadcast 10.1.1.255

       up     This  flag  causes the interface to be activated. It is implic-
              itly specified if an address is assigned to the interface.
