I'm using cyber-fleet with no problems.  I think I remember the admins wanting an email letting them know you plan to use them for ntp service... I think.

ntp.cyber-fleet.net is an alias for ns2.cyber-fleet.net.
ns2.cyber-fleet.net has address 203.139.30.195

Give it another try.  ntpdate 203.139.30.195 on the CLI shouldn't kick any errors if it's working.  Firewall in the way?  Are you sure it's not synching?  It can take a while.  Plus, if your clock is too far off "real time", it will never synch (in fact, I believe it refuses to and kicks an error).
