24/7 is 5,800yen/month for 32k (quite slow from first hand experience --
and try running a VPN over that!).  You can pay 3,500yen/month extra for
the 128k option, provided your PHS card/phone supports 128k.

Alternatively, you can pay 5,800 yen for 25 hours/month 128k
service.

All of these prices can be discounted if you sign a yearly contract.

How much time do you get off the base?  If you don't need to use the
net every day and have a laptop/notebook, you can sign up for wireless
LAN service and physically go to the hotspots.

The Hotspot service from NTT communications have several access points
in Atsugi city (but unfortunately not Ayase/Yamato).  They support
802.11a (50Mbps) and 802.11b (11Mbps).

Or, you can find an internet cafe and surf from there.  They are all
over the place and every one of them has broadband (at least from
experience). The price is usually a few hundred yen/hour.
